Spring Lakes Board will have an open discussion with the homeowners in regards to the bill recently passed by the Governor. The bill takes effect August 28, 2024. The plan is to be open and let people have an opportunity to voice their opinions on what reasonable rules the board should adopt, if any.
There will be some ground rules as this needs to be a productive and respectful meeting. Please let people talk without interrupting or heckling. If you do this we may ask you to leave because this defeats the overall objective of the Board. We are all neighbors so lets be respectful and neighborly. We have faith this will not be an issue.
The law also states we are only obligated to allow chickens to those with 2/10ths of an acre. The board will use plot maps and Web GIS (also used by the county. Link Below)

Please review the DCCR Amendments Proposal which will be amended for the rules on owning chickens during the meeting. (This needs a 2/3 signature of lot owners).
Please review the Rules and Regulations so we can add the language for owning chickens in this as well. (We will likely use the DCCRs to reference the Rules & Regulations as these are easier to adopt.)
If you cannot make the meeting, we still want to hear from you. Please email us at slhoawc@gmail.com or text or leave a voicemail at (636) 377 0723 (This is not a number to actually speak with someone. This is a number we setup for those without email.)
When you send us an email or text or voicemail, please state your name and address and what reasonable rules you would like to see put in place. We may share these at the meeting so we all have an understanding of everyone's point of view.
Lastly, Wright City Ordinance 1046 does still legally apply.
After the meeting, we may try and print both the Rules & Regulations and DCCRs at the meeting to start collecting signatures. If enough signatures aren't received at the meeting we may create an additional meeting or ask homeowner's to meet us while we setup in a driveway to collect signatures. We do need 2/3 of lot owners signatures to adopt any reasonable rules for chickens.
The links for all references are down below. You may also find the law, ordinance, DDCR Amendments and Rules & Regulations below. Please note these are not final copies as will discuss some sections. For example, on the Rules and Regulations section 3.1.
