Candidates for Board
We have received three candidates for the Board, however, you may still write in a candidate as long as they are a good standing member.

Jeff Westmoreland
I want to be an HOA board member because I care about our community and want to help maintain and improve it. I believe being involved allows me to contribute to decisions that affect our neighborhood, ensure concerns are heard, and help keep the community a great place to live.
Sandra Fears
My qualifications include 24+ years of experience of financial compliance and budgeting as a US Postmaster, as well as a successful business owner for 45+ years. I am looking forward to bringing my expertise in financial stewardship and executive management experience to the Spring Lakes HOA.
My presence on the Board will enable me to directly impact our community’s quality of life, protect our property investment, secure financial stability, and to contribute to decisions and priorities on maintenance, amenities, policies and regulations. This will contribute to building stronger active neighborhood relationships, solving our local concerns and problems, and will ensure a fair and equitable environment for all.

Over the past three years, I have had the privilege of serving on the Spring Lakes Board, including two years as President. When I first ran for the Board, I had three simple goals: be honest, be transparent, and do what is right. I never wanted to be part of a Board that was overbearing or hidden behind closed doors. I believed — and still believe — that homeowners deserve to see what their Board is doing, why decisions are being made, and how those decisions affect their community.
Throughout my time on the Board, I have worked to ensure transparency was not just a promise but a practice. Whenever the Board faced a major decision, I made sure flyers went to every home so residents were informed and had the opportunity to engage. I advocated for adding a process to the Bylaws that would allow homeowners to remove an unruly Board member — because accountability should never be optional.
I have never placed my own interests above the community’s. If something needed to be done and no one else stepped forward, I did it. The list of projects and improvements I’ve completed is included in the Budget PowerPoint Presentation, but the real measure of service isn’t the number of tasks — it’s the consistency of showing up, doing the work, and honoring your word.
Not everyone has agreed with every position I’ve taken, but I have always welcomed conversation, listened to concerns, and refused to make major decisions without first seeking homeowner input. I have worked hard to improve the image of HOA Boards and to build a culture of openness and trust within our neighborhood. Even when the work is difficult, the residents deserve to have their voices heard.
My professional background has shaped much of how I approach Board service. I hold a bachelor’s degree with a focus in Finance and a Master of Business Administration, and I have worked as both an Accountant and in Financial Budgeting. That experience has allowed me to bring structure, accuracy, and accountability to our financial processes. It also helped me ensure that our budgeting, reporting, and long‑term planning were grounded in sound financial practice rather than guesswork or assumptions.
I am proud of the work we have done together, and I remain committed to the values that guided me from the beginning: honesty, transparency, and doing what is right for Spring Lakes.

Dear Homeowner of Spring Lakes Subdivision,
As we approach our Annual Meeting, we would like to inform you that three Board of Directors seats will be open for election this year. The seats currently held by Dave Short, Greg Polumbus, and Dennis James will be up for election.
We are also seeking volunteers to join the Election Committee. If you are interested in serving the community in this way, please email the Board at slhoawc@gmail.com to let us know.
Please remember all Board positions are voluntary. If you would like to nominate someone for a Board seat—including nominating yourself—you are welcome to do so. All nominees must be in good standing, meaning that all assessments and any related fees or interest are paid in full. We encourage homeowners to review the Bylaws for more information on Board requirements, as it is important that each nominee meets the standards outlined in our governing documents. Serving on the Board involves a meaningful commitment, and the current Board remains dedicated to maintaining transparency in all matters.
6.3 Nominations. The Board shall send a notice for each Lot to the Owner(s) of such Lot notifying the Owner(s) of the election and requesting nominations for the Board of Directors. The notice shall specify that nominations will be received for a period of three (3) weeks from the date set forth in the notice.
Any owner wishing to submit a nomination of an individual shall notify the Board of Directors in writing of the name of the nominee. The nominee shall consent to such nomination in writing.
After receiving nominations and nominee consents, the Board shall prepare a ballot containing the names of all nominations validly submitted to the Board in accordance with the requirements hereof within the time limit established in the notice.

For self‑nominations, please also provide a brief statement explaining why you wish to serve on the Board so homeowners can make an informed decision when voting. The deadline for nominations/acceptance of nomination is March 21, 2026.

Nominees will have the opportunity to speak at the March 17, 2026 meeting for 3 minutes each.
March 17, 2026 Board Meeting 6 PM @ Scenic Regional Library - Wright City Branch
The Board will allow nominees to speak. The Board will discuss the community needs and the budget. We may also discuss the DCCR amendments and how the Board plans to move forward by collecting signatures.
